CITY COUNCIL     

 

June 11, 2025                                                                                                              Louisville, NE

A meeting of the City Council of the City of Louisville was held on June 11, 2025 at 7:00 p.m. at City Hall.  Present were Mayor Rod Petersen, Council Members Jerry McClun, Justin Barnes, and Paul Pankonin. Jamion Biesterfeld was absent. Also, present were City Attorney Roger Johnson, Public Works Director Joel Jones and guests. Mayor Petersen stated that the Open Meetings Act is posted at the rear of the room and a copy of all meeting materials is available with the clerk.

Notice of the regular meeting was given in advance thereof by posting in three (3) public places as shown by the certificate attached to these minutes.  Notice was simultaneously given to all council members.  Their acknowledgement of receipt of notice and the agenda is attached to these minutes.  All proceedings thereafter were taken while the convened meeting was open to the public.

Mayor Petersen called the meeting to order and the Pledge of Allegiance was said. McClun moves, Barnes seconds to approve the consent agenda with the exception of the claim for Jerry McClun for fire school reimbursement. Roll call vote: ayes –Barnes, Pankonin, McClun; nays – none. Motion carried. Barnes moves, Pankonin seconds to approve the claim to Jerry McClun. Roll call vote: ayes – Barnes, Pankonin; nays – none; abstain – McClun. Motion carried.

Angie Buglewicz reported for the Care Center. Some items discussed: This is the final report from them. They are hosting an open house to get the community familiar with Nye Summit.

Councilman Biesterfeld entered the meeting at 7:05 p.m.

Jen Rose reported for the library. Some items discussed: The Nebraska Library Commission checked their computers for Windows 11 compatibility as that will be a requirement soon for cyber security reasons. The computers would not run Windows 11, so they need to purchase new ones.

There was no LBPA report.

Steve Parr from JEO was present to discuss the one & six year road plan 2025-2026. He suggested adding the Highway 66/Eastwood Dr culvert project to the one-year plan, as well as the trail connector to Louisville Lakes. The widening of Main Street in pieces could also be added.

Steve Parr presented the JEO agreement for professional services for Louisville 2025 Main Street Improvements, specifically the plans for the railroad crossing near the intersection of Main St and North Depot St. McClun moves, Biesterfeld seconds to sign the agreement with JEO for professional services for Louisville 2025 Main Street Improvements. Roll call vote: ayes –Barnes, Pankonin, McClun, Biesterfeld; nays – none. Motion carried.

Steve Parr presented the JEO agreement for professional services for Louisville-State Recreational Trail to connect Louisville Lakes to Main St. Council postponed the agreement to the next meeting.

Rescue squad power loads and power cot contract/purchase options were discussed. The Rescue squad will renew their current contract.

No update on the land swap with Ed Noyes for city owned property behind his house at 517 Sandhill Rd for house at 106 Main St in condemned status.

Demolition is underway for Ed Noyes; regarding nuisance property located at E 54’ of lots 271-272 and 2’ of E 54’ of lot 270; original town, Louisville, NE.

There was no update on the construction of a sidewalk on Maple St between 6th and Koop Ave.

There was much discussion about the idea of a one-way on Cherry St between 2nd and 3rd Streets. Joel Jones will order signage for the one way on Cherry St between the hours of 7:30 a.m. and 4:00 p.m. rather than a permanent one way. An ordinance will be drafted to reflect the change.

Pankonin moves, Barnes seconds to approve the purchase of a high service pump from Gongol & Associates in the amount of $37,750. Roll call vote: ayes –Barnes, Pankonin, McClun, Biesterfeld; nays – none. Motion carried.

Joel reported for street, water, and sewer. Some items discussed: Comments from NDOT on the Eastwood culvert have been received and material bids are going out.

Written sheriff, fire and rescue reports were circulated.

An internal audit was conducted verifying checks to invoices by the council members.

Barnes moves, Pankonin seconds to approve Resolution 2025-07; library code of conduct and unattended children policy. Roll call vote: ayes –McClun, Pankonin, Biesterfeld, Barnes; nays – none. Motion carried.

McClun moves, Biesterfeld seconds to introduce by title only and suspend the three required statutory readings of Ordinance #1070; updated water rates on Fee Schedule. Roll call vote: ayes –McClun, Pankonin, Biesterfeld, Barnes; nays – none. Motion carried. McClun moves, Pankonin seconds to adopt by title only on third and final reading Ordinance #1070. Roll call vote: ayes – McClun, Biesterfeld, Pankonin, Barnes; nays – none. Motion carried.

Biesterfeld moves, McClun seconds to introduce by title only and suspend the three required statutory readings of Ordinance #1071; updated employee insurance policy on wage ordinance. Roll call vote: ayes –McClun, Pankonin, Biesterfeld, Barnes; nays – none. Motion carried. Biesterfeld moves, Pankonin seconds to adopt by title only on third and final reading Ordinance #1071. Roll call vote: ayes – McClun, Biesterfeld, Pankonin, Barnes; nays – none. Motion carried.

There was no public comment.

Barnes moves, Pankonin seconds to adjourn the meeting at 8:35 p.m. Roll call vote: ayes –McClun, Pankonin, Biesterfeld, Barnes; nays – none. Motion carried.
