A meeting of the City Council of the City of Louisville was held on September 23, 2026 at 6:00 p.m. at City Hall. Present were Mayor Rod Petersen, Council Members Jerry McClun, Justin Barnes, and Paul Pankonin. Jamion Biesterfeld was absent. Also, present were City Attorney Roger Johnson and members of the Planning Commission. Mayor Petersen stated that the Open Meetings Act is available at the front desk and a copy of all meeting materials is available with the clerk.
Notice of the regular meeting was given in advance thereof by posting in three (3) public places as shown by the certificate attached to these minutes. Notice was simultaneously given to all council members. Their acknowledgement of receipt of notice and the agenda is attached to these minutes. All proceedings thereafter were taken while the convened meeting was open to the public.
Mayor Petersen called the meeting to order and the Pledge of Allegiance was said.
Kristen Ohnoutka and Ruva Tsoka with JEO presented a review of the comprehensive plan and future use plan to City Council and Planning Commission. There was much discussion about updating the future use plan to depict ideal zoning for more of the extra-territorial jurisdiction as most areas are currently not defined. There was also discussion regarding the accuracy of the zoning map and the sufficiency of the subdivision regulations as they’re currently written. The Planning Commission will begin to work through defining more of the extra-territorial jurisdiction in the future use plan, and upon its completion, city council will review and decide on the implementation of the plan.
McClun moves, Barnes seconds to adjourn the meeting at 7:13 p.m. Roll call vote: ayes –McClun, Pankonin, Barnes; nays – none; absent – Biesterfeld. Motion carried.
