The Louisville Planning Commission meeting was held on October 2, 2023 at the Louisville City Hall and called to order by Chairperson Ronda Anderson at 7:00 p.m. Members present were Jason Sellers, Colby Johnson and Mandy Wetterberg. Chuck Meyer, Jim Ryan, Jason McClun and Dan Huber were absent. Also present were two guests. Chairperson Anderson stated that a copy of the open meetings act is located at the rear of the room.
Sellers moves, Wetterberg seconds to approve the minutes of the September 5, 2023 meeting. Motion carried by unanimous roll call vote of those attending.
Sellers moves, Johnson seconds to open the public hearing at 7:00 p.m. for the consideration to change the zoning classification from R-1 District to R-2 District on property legally described as Lot 395, Original Town, Cass County, NE. Motion carried by unanimous roll call vote of those attending. No public comment was made. Wetterberg moves, Sellers seconds to close the public hearing at 7:01 p.m. Motion carried by unanimous roll call vote of those attending.
After general discussion, Wetterberg moves, Johnson seconds to recommend to the city council the approval to change zoning classification from R-1 District to R-2 District on Lot 395, Original Town, Cass County, NE. Roll call vote: ayes – Johnson, Wetterberg, Anderson; nays – Sellers; absent – Meyer, Ryan, Huber, McClun. Motion carried.
Johnson moves, Wetterberg seconds to open the public hearing at 7:08 p.m. to consider revision of zoning ordinance sections 2.02 regarding short term rentals and requiring conditional use in all residential zoning districts. Motion carried by unanimous roll call vote of those attending. No public comment was made. Clarification was made among the members. Sellers moves, Johnson seconds to close the public hearing at 7:12 p.m. Motion carried by unanimous roll call vote of those attending.
Wetterberg moves, Johnson seconds to recommend approval to the city council changes in zoning regulations regarding short term rentals by adding definition as presented and adding them as conditional uses in all residential zoning districts. Motion carried by unanimous roll call vote of those attending.
Sellers moves, Johnson seconds to open the public hearing at 7:16 p.m. to consider revision of zoning ordinance section 4.12 regarding accessory structures. Motion carried by unanimous roll call vote of those attending. No public comment was made. Clarification was made among the members. Johnson moves, Wetterberg seconds to close the public hearing at 7:20 p.m. Motion carried by unanimous roll call vote of those attending.

Wetterberg moves, Sellers seconds to open the public hearing at 7:23 p.m. to consider revision of zoning ordinance section 2.02 regarding shouses or barndominiums and requiring conditional use in RS zoning district and allowed in TA zoning district. Motion carried by unanimous roll call vote of those attending. No public comment was made. Clarification was made among the members. Sellers moves, Johnson seconds to close the public hearing at 7:26 p.m. Motion carried by unanimous roll call vote.
Sellers moves, Wetterberg seconds to recommend approval to the city council changes in the zoning regulations regarding shouses or barndominiums as presented. Motion carried by unanimous roll call vote of those attending.
Joel had revised his recommendations on retaining walls. Sample definitions and regulations were presented. Revisions were approved and a public hearing will be set up for the next meeting.
Sellers moves, Wetterberg seconds to adjourn the meeting at 7:46 p.m. Motion carried by unanimous roll call vote of those attending.
