CITY COUNCIL

January 10,  2018 Louisville, NE

 

A regular meeting of the City Council of the City of Louisville was held on Wednesday, January 10, 2018, at 7:00 p.m. at the City Hall.  Present were Mayor Roger Behrns, Council Members Jerry McClun, Randy Jensen and Rod Petersen. Paula Simonson was absent. Also present were City Attorney Roger Johnson, City Supervisor Dan Henry and several guests. Mayor Behrns stated that the Open Meetings Act is posted at the rear of the room and a copy of all meeting materials is available with the clerk.

 

Notice of the regular meeting was given in advance thereof by publication in the Plattsmouth Journal and by posting in three (3) public places as shown by the certificate attached to these minutes.  Notice was simultaneously given to all council members.  Their acknowledgement of receipt of notice and the agenda is attached to these minutes.  All proceedings thereafter were taken while the convened meeting was open to the public.

 

Mayor Behrns called the meeting to order and asked the Council to review the consent agenda. McClun moves, Jensen seconds to approve the consent agenda with the exception of the claims to Kerns Excavating Co., Inc. Motion carried by unanimous roll call of those attending.

 

There was no report for the Care Center.

 

Jensen moves, Petersen seconds to approve the Eagle Scout project by Jaden Maxey for a flag pole, plantings and lights at the new ball field complex. Motion carried by unanimous roll call vote of those attending.

 

McClun moves, Jensen seconds to approve pay application #5 to Kerns Excavating Co., Inc. for 2017 Platte River State Park Sanitary Sewer Force Main in the amount of $23,756.00. Motion carried by unanimous roll call vote of those attending.

 

Jensen moves, McClun seconds to approve change order #1 for an increase of $1,601.00 to Kerns Excavating Co., Inc. for the 2017 Platte River State Park Sanitary Sewer Force Main. Motion carried by unanimous roll call vote of those attending.

 

Petersen moves, McClun seconds to approve certificate of substantial completion for 2017 Platte River State Park Sanitary Sewer Force Main. Motion carried by unanimous roll call vote of those attending.

 

Jensen moves, McClun seconds to approve pay application #4 and final to Kerns Excavating Co., Inc. for 2017 Sanitary Lift Station in the amount of $15,718.60. Motion carried by unanimous roll call vote of those attending.

 

The one and six year road plan was reviewed. Some streets will be added for a proposed development.

 

No action taken on the discussion to consider authorizing and directing the City Clerk to offset the tax increment financing distributions to Timber Ridge Enterprises, LLC as costs are incurred for infrastructure improvements to install the lift station serving Sandhill Road Redevelopment Area 2016 pursuant to section 4.01(a) of the Redevelopment Contract with Timber Ridge Enterprises, LLC which provided that the Redeveloper was obligated to “install infrastructure, improvements, buildings, fixtures, equipment and furnishings necessary to operate the Project”.

 

There was a lengthy discussion on Dan’s health issues and transition into retirement.

 

Dan gave an update on the ball field.

 

Dan reported for street, water and sewer.

 

A written sheriff’s report was circulated. There were no reports for the fire and rescue departments.

 

An internal audit control of invoices was conducted.

 

Jensen moves, McClun seconds to approve Resolution 18-01; mileage reimbursement. Motion carried by unanimous roll call vote of those attending.

 

McClun moves, Jensen seconds to adjourn the meeting at 8:27 p.m. Motion carried by unanimous roll call vote of those attending.
