A regular meeting of the City Council of the City of Louisville was held on Wednesday, January 9, 2019, at 7:00 p.m. at the City Hall.  Present were Mayor Roger Behrns, Council Members Jerry McClun, Randy Jensen and Paula Simonson. Rod Petersen was absent. Also present were City Attorney Roger Johnson, Assistant City Supervisor Preston Derby and several guests. Mayor Behrns stated that the Open Meetings Act is posted at the rear of the room and a copy of all meeting materials is available with the clerk.

 

Notice of the regular meeting was given in advance thereof by publication in the Plattsmouth Journal and by posting in three (3) public places as shown by the certificate attached to these minutes.  Notice was simultaneously given to all council members.  Their acknowledgement of receipt of notice and the agenda is attached to these minutes.  All proceedings thereafter were taken while the convened meeting was open to the public.

 

Mayor Behrns called the meeting to order and asked the Council to review the consent agenda. Jensen moves, McClun seconds to approve the consent agenda. Motion carried by unanimous roll call vote of those attending.

 

There was no report for the Care Center.

 

Jensen moves, Simonson seconds to entertain a contract with Check Control, Inc. a collection agency for unpaid rescue bills. Motion carried by unanimous roll call vote of those attending.

 

Simonson moves, Jensen seconds to approve the 2019 fire/rescue roster. Motion carried by unanimous roll call vote of those attending.

 

Simonson moves, McClun seconds to approve a portion the cost of registration and expenses for the city attorney to attend the LNM mid-winter conference based on participation of his other clients.  Motion carried by unanimous roll call vote of those attending.

 

The one and six year road plan was reviewed.

 

McClun moves, Jensen seconds to direct the preparation of a resolution for the sale of the city-owned property at 4th and Oak Streets containing conditions for either demolition or rehabilitation, minimum bid of $12,000 and direct publication of remonstrance. Motion carried by unanimous roll call vote of those attending.

 

Dave Wedekind was not at the meeting.

 

No new information for the turn-around at end of Southridge.

 

Preston reported for street, water and sewer.

 

No sheriff’s report. Jason McClun reported for the fire/rescue department.

 

An internal audit was conducted verifying checks to invoices by the council members.

 

Jensen moves, McClun seconds to approve Resolution 19-01; mileage reimbursement. Motion carried by unanimous roll call vote of those attending.

 

McClun moves, Simonson seconds to introduce by title only and suspend the three required statutory readings of Ordinance #981; speed limit changes on Highway 50 within the city limits. Motion carried by unanimous roll call vote of those attending. Simonson moves, Jensen seconds to adopt by title only Ordinance #981. Motion carried by unanimous roll call vote of those attending.

 

Simonson moves, McClun seconds to introduce by title only and suspend the three required statutory readings of Ordinance #982; wages and benefits of city employees and public officials. Motion carried by unanimous roll call vote of those attending. McClun moves, Jensen seconds to adopt by title only Ordinance #982. Motion carried by unanimous roll call vote of those attending.

 

Simonson moves, McClun seconds to adjourn the meeting at 7:55 p.m. Motion carried by unanimous roll call vote of those attending.
