CITY COUNCIL

January 8, 2020                                                                                                          Louisville, NE

A regular meeting of the City Council of the City of Louisville was held on Wednesday, January 8, 2020, at 7:00 p.m. at the City Hall. Present were Mayor Roger Behrns, Council Members Jerry McClun, Rod Petersen, Paula Simonson and Randy Jensen. Also present were City Attorney Roger Johnson, Assistant City Supervisor Preston Derby and several guests. Mayor Behrns stated that the Open Meetings Act is posted at the rear of the room and a copy of all meeting materials is available with the clerk.

 

Notice of the regular meeting was given in advance thereof by publication in the Plattsmouth Journal and by posting in three (3) public places as shown by the certificate attached to these minutes. Notice was simultaneously given to all council members. Their acknowledgement of receipt of notice and the agenda is attached to these minutes. All proceedings thereafter were taken while the convened meeting was open to the public.

 

Mayor Behrns called the meeting to order and asked the Council to review the consent agenda. Jensen moves, Simonson seconds to approve the consent agenda. Motion carried by unanimous roll call vote.

 

Kari Wockenfuss reported for the care center.

 

Bob Copple was present to request that the city council consider looking into silent railroad crossings by way of forming a Railroad Transportation Safety District (RTSD). The council believes this is worth pursuing. More research will be done.

 

Jensen moves, McClun seconds to ask JEO for a proposal for study of repairs necessary for 6th Street Bridge. Motion carried by unanimous roll call vote.

 

McClun moves, Jensen seconds to approve an agreement with MAPA for housing rehabilitation services in the amount of 10% of rehabilitation costs not to exceed $2,500. Motion carried by unanimous roll call vote.

 

McClun moves, Simonson seconds to approve the guidelines for Louisville Housing Rehabilitation Program as presented. Motion carried by unanimous roll call vote.

 

Simonson moves, Jensen seconds to make a policy that rescue balances under $100 not be sent to collections, over $100 sent with no exceptions. Motion carried by unanimous roll call vote.

 

McClun moves, Simonson seconds to require residents show utility bill with trash service line to be able to dump during cleanup days. Motion carried by unanimous roll call vote.

 

A general discussion on small cell technology zoning regulations was held.

 

Petersen moves, Jensen seconds to approve the license to occupy 7th Street east of Elm Street with Thomas Wiley and Dorothy Cubrich. Motion carried by unanimous roll call vote.

 

Preston reported for water, wastewater and streets.

 

A written sheriff’s report was circulated. No reports from fire and rescue.

 

An internal audit control of invoices was conducted.

 

Petersen moves, Jensen seconds to introduce by title only and suspend the three required statutory readings of Ordinance #993; other benefits for Lousville Care Center employees. Motion carried by unanimous roll call vote. Petersen moves, McClun seconds to adopt by title only Ordinance #993. Motion carried by unanimous roll call vote.

 

McClun moves, Jensen seconds to introduce by title only and suspend the three required statutory readings of Ordinance #994; fee schedule. Motion carried by unanimous roll call vote. Jensen moves, Simonson seconds to adopt by title only Ordinance #994. Motion carried by unanimous roll call vote.

 

McClun moves, Petersen seconds to approve Resolution 20-01; mileage reimbursement. Motion carried by unanimous roll call vote.

 

Petersen moves, Jensen seconds to approve Resolution 20-02; surplus equipment – 2,200 gallon bulk tank and frame. Motion carried by unanimous roll call vote.

 

Simonson moves, Petersen seconds to adjourn the meeting at 8:19 p.m. Motion carried by unanimous roll call vote.
