A regular meeting of the City Council of the City of Louisville was held on Wednesday, December 11, 2019, at 7:00 p.m. at the City Hall. Present were Mayor Roger Behrns, Council Members Jerry McClun, Rod Petersen and Randy Jensen. Paula Simonson was absent. Also present were City Attorney Roger Johnson, Assistant City Supervisor Preston Derby and several guests. Mayor Behrns stated that the Open Meetings Act is posted at the rear of the room and a copy of all meeting materials is available with the clerk.
Notice of the regular meeting was given in advance thereof by publication in the Plattsmouth Journal and by posting in three (3) public places as shown by the certificate attached to these minutes. Notice was simultaneously given to all council members. Their acknowledgement of receipt of notice and the agenda is attached to these minutes. All proceedings thereafter were taken while the convened meeting was open to the public.
Mayor Behrns called the meeting to order and asked the Council to review the consent agenda. Jensen moves, Petersen seconds to approve the consent agenda which includes the annual appointments. Motion carried by unanimous roll call vote of those attending.
Petersen moves, Jensen seconds to nominate Jerry McClun as the Council President. Motion carried by unanimous roll call vote of those attending.
There was no report for the care center.
Petersen move, McClun seconds to approve the CCNEDC 2020 annual investment in the amount of $5,000 – Visionary Level paid from the Economic Development fund. Motion carried by unanimous roll call vote of those attending.
McClun moves, Jensen seconds to approve City Maintenance Agreement No. 55 with NDOT for period from January 1, 2020 to December 31, 2020. Motion carried by unanimous roll call vote of those attending.
McClun moves, Jensen seconds to approve Certificate of Compliance to Maintenance Agreement No. 55 which reflects roadway surface maintenance has been completed as per the terms of the agreement for period January 1, 2019 to December 31, 2019. Motion carried by unanimous roll call vote of those attending.
Jensen moves, Petersen seconds to direct the preparation of a revised fee schedule ordinance to increase community center rental rates to $100/day and $50/half day. Motion carried by unanimous roll call vote of those attending.
McClun moves, Jensen seconds to direct the preparation of a revised fee schedule to stop the waiving of building permit fees. Motion carried by unanimous roll call vote of those attending.
Mayor Behrns updated the city council members on the CDBG housing rehab funds. No council action was taken.
Preston reported for water, wastewater and streets.
A written sheriff’s report was circulated. No reports from fire and rescue.
An internal audit control of invoices was conducted.
McClun moves, Petersen seconds to introduce by title only and suspend the three required statutory readings of Ordinance #992; wages and benefits for city employees and elected officials. Motion carried by unanimous roll call vote of those attending. Jensen moves, Petersen seconds to adopt by title only Ordinance #992. Motion carried by unanimous roll call vote of those attending.
McClun moves, Jensen seconds to approve Resolution 19-20; signing of the year end certificate of the city street superintendent form 2019. Motion carried by unanimous roll call vote of those attending.
Jensen moves, Petersen seconds to approve Resolution 19-21; credit card policy. Motion carried by unanimous roll call vote of those attending.
McClun moves, Petersen seconds to adjourn the meeting at 7:35 p.m. Motion carried by unanimous roll call vote of those attending.
