A regular meeting of the City Council of the City of Louisville was held on Wednesday, March 9, 2022, at 7:00 p.m. at City Hall. Present were Mayor Rod Petersen, Council Members Jerry McClun, Jamion Biesterfeld, Martyn Myers and Larry Gulizia. Also present were City Attorney Roger Johnson and guests. Mayor Petersen stated that the Open Meetings Act is posted at the rear of the room and a copy of all meeting materials is available with the clerk.
Notice of the regular meeting was given in advance thereof by posting in three (3) public places as shown by the certificate attached to these minutes. Notice was simultaneously given to all council members. Their acknowledgement of receipt of notice and the agenda is attached to these minutes. All proceedings thereafter were taken while the convened meeting was open to the public.
Mayor Petersen called the meeting to order and asked the Council to review the consent agenda. Biesterfeld moves, McClun seconds to approve the consent agenda. Roll call vote: ayes – McClun, Gulizia, Myers, Biesterfeld. Motion carried.
Larry Burke, candidate for Cass County Sheriff was present to introduce himself and give some background.
Kari Wockenfuss reported for the care center. Some items discussed: May 6th 50th Anniversary celebration, international nurse, ARPA funds for care centers and COVID restrictions – door still locked but visitors can come anytime.
Biesterfeld moves, Myers seconds to direct the preparation of an ordinance for 2022 COVID outbreak compensation for LCC to be presented at the April meeting. Roll call vote: ayes – McClun, Gulizia, Myers, Biesterfeld. Motion carried.
Council Member McClun started a discussion on a new fire station. He just wanted the city council to keep it in mind for the future because the next truck purchase by the rural department would probably be an aerial ladder truck which would require major renovations to the current facility. Various locations were discussed.
McClun moves, Myers seconds to approve a deed of reconveyance to release the deed of trust for Timber Ridge Enterprises and request Roger K. Johnson to act as trustee to issue the deed of reconveyance. Roll call vote: ayes – McClun, Gulizia, Myers, Biesterfeld. Motion carried.
Melvin Sudbeck was not present with any more information on the Highway 66 entrance into East Ridge.
Mayor Petersen gave an update on the 3rd Street Bridge repair estimates. The consensus of the council would be to do all the repairs if in the budget for next year.
The city council followed up on a written concern regarding LCC. Council Member Biesterfeld stated that Lantern Health as a third party consultant was handling the concern. If there is another concern in the future, the state ombudsman should be contacted.
City Attorney Roger Johnson gave an update on AMG Technology Investment Group dba Nextlink contract for use of space on the water tower. Some modifications will be made to the contract as per the discussion.
Mayor Petersen reported for street, water and sewer. He reported that the pumps on the Southridge lift station will need to be retrofitted to submersible at some point.
A written sheriff’s report was circulated. Council Member McClun reported that the new ambulance is in Aurora getting final touches.
An internal audit was conducted verifying checks to invoices by the council members.
Ordinance #1024; LCC wages and benefits was laid over for another month.
Biesterfeld moves, McClun seconds to adjourn the meeting at 8:05 p.m. Roll call vote: ayes – McClun, Gulizia, Myers, Biesterfeld. Motion carried.
