A regular meeting of the City Council of the City of Louisville was held on Wednesday, December 09, 2020, at 7:00 p.m. at Louisville Senior Center. Present were Mayor Roger Behrns, Council Members Jerry McClun, Randy Jensen, and Rod Petersen. Paula Simonson was present remotely. Also present were City Attorney Roger Johnson, City Planner Joel Jones and several guests. Mayor Behrns stated that the Open Meetings Act is posted at the rear of the room and a copy of all meeting materials is available with the clerk.
Notice of the regular meeting was given in advance thereof by publication in the Plattsmouth Journal and by posting in three (3) public places as shown by the certificate attached to these minutes. Notice was simultaneously given to all council members. Their acknowledgement of receipt of notice and the agenda is attached to these minutes. All proceedings thereafter were taken while the convened meeting was open to the public.
Mayor Behrns called the meeting to order and asked the Council to review the consent agenda. Jensen moves, McClun seconds to approve the consent agenda. Motion carried by unanimous roll call vote.
The clerk gave an update on the nuisance properties.
Joel gave an update on the pump at the end of 1st Street. Sargent Drilling gave a quote for repairs and the school has indicated they would commit to half the cost and then take over the pump. An agreement will be drawn up.
McClun moves, Jensen seconds to approve the construction of a commercial approach road from Ash Grove on Walnut Street. Motion carried by unanimous roll call vote.
Jensen moves, McClun seconds to adjourn and reconvene as the newly elected city council at 7:09 p.m. Motion carried by unanimous roll call vote.
Mayor Rod Petersen and Council Members Jamion Biesterfeld and Martyn Myers were sworn is as newly elected officials. Mayor Behrns, Council Members Jensen and Simonson were thanked for their years of service.
McClun moves, Myers seconds to approve the consent agenda consisting of annual appointments. Motion carried by unanimous roll call vote.
Biesterfeld moves, Myers seconds to nominate and reelect Jerry McClun as the Council President. Motion carried by unanimous roll call vote.
There was no report for the Care Center.
Jennifer Serkiz was sick so the request for continued sponsorship for Cass County Nebraska Economic Development Council (CCNEDC) is laid over until the January meeting.
McClun moves, Biesterfeld seconds to declare a vacancy on the City Council caused by Rod Petersen being elected Mayor and direct posting of notice of vacancy for balance of term; to December 2022. Motion carried by unanimous roll call vote.
Biesterfeld moves, McClun seconds to schedule a special meeting for 6:55 p.m. on January 13, 2021 to fill the vacancy. Motion carried by unanimous roll call vote.
McClun moves, Biesterfeld seconds to approve Resolution 20-19; signing of the year-end certification of City Street Superintendent. Motion carried by unanimous roll call vote.
Joel reported for street, water and sewer with updates on the 6th Street Bridge project, ball field garage, well repairs and sewer plant operations.
A written sheriff’s report was circulated. Council President McClun reported for the fire and rescue departments stating that delivery of the new ambulance was estimated for May 2021. He invited the new council members to visit the fire station at any time.
An internal audit was conducted verifying checks to invoices by the council members.
McClun moves, Biesterfeld seconds to adjourn the meeting at 7:40 p.m. Motion carried by unanimous roll call vote.
